Elizabeth Lilliott

Elizabeth Lilliott, Ph.D. is a social anthropologist and a Program Evaluator for the Pacific Institute for Research and Evaluation. She has conducted ethnographic research in a variety of settings, ranging from community development participants in rural Ecuador, to incarcerated women, behavioral health policy makers, providers, consumers and their social supports in New Mexico.

She has served as state evaluator for New Mexico substance abuse prevention programs and as local evaluator for programs and coalitions working to make population-level change, particularly in American Indian and Latino communities. Her participatory evaluation approach supports the provision of culturally competent services that address health disparities.
